1.Introduction & Background
ACME (the Authority) operates the 400 kV, 220 kV and 132 kV transmission networks across the Emirate of Abu Dhabi. The Authority is currently expanding 132/33 kV step-down capacity at the Northern Grid Switching Station to meet a 7.4% YoY load growth on the northern feeders.
This Request for Quotation invites pre-qualified suppliers on the ACME Approved Vendor List, Category TX-PT-132, to submit bids for the supply and delivery of five (5) identical 40 MVA, 132/33 kV oil-immersed power transformers, complete with on-load tap changers, bushings, monitoring equipment, and standard accessories.
The procurement is conducted in accordance with ACME Procurement Policy P-2.4 (Rev 3) and the In-Country Value (ICV) Programme requirements of the Department of Energy. Bids that do not meet the mandatory ICV threshold of 30% will be ineligible for award.
2.Scope of Work
The Supplier shall design, manufacture, type-test, factory-test and deliver to site five (5) units of 132/33 kV, 40 MVA, ONAN/ONAF cooled, two-winding, three-phase oil-immersed power transformers complete with the following:
• On-Load Tap Changer (±9 × 1.25%, motor-driven, vacuum type) on the HV winding;
• HV oil-impregnated paper bushings rated 145 kV / 800 A min., compliant with IEC 60137;
• LV epoxy-resin bushings rated 36 kV / 1250 A min.;
• Online dissolved gas analysis (DGA) module with DNP3 / IEC 61850 reporting;
• Buchholz, oil temperature, winding temperature and pressure relief protection;
• Standard accessories: conservator, dehydrating breather, oil level indicator, marshalling kiosk, off-line tap changer counter and earthing terminals.
Delivery is FCA Buyer's nominated logistics agent at port of origin, with risk transfer per Incoterms 2020. The required delivery to ACME Northern Grid Switching Station is twenty-six (26) weeks from the date of contract award.
3.Technical Specification Review
3.1 Vector Group: YNd11 (mandatory).
3.2 Cooling Class: ONAN/ONAF — 100% capacity at ONAN.
3.3 Insulation System: Mineral oil per IEC 60296, Inhibited.
3.4 Insulation Level (BIL): HV 650 kVp / LV 170 kVp.
3.5 No-load Loss: ≤ 28 kW (rejection limit 30 kW).
Load Loss at 75 °C: ≤ 165 kW (rejection limit 175 kW).
3.6 Short-circuit Impedance: 12.5% ± 7.5% on principal tap.
3.7 Bushing Specification: HV per IEC 60137, OIP type acceptable, RIS preferred.
3.8 Tap Changer: ABB UCG / equivalent, ±9 × 1.25% on HV winding.
3.9 Factory Acceptance Tests per IEC 60076-1 Sec. 10, with ACME witnessing of routine tests, lightning-impulse and short-circuit withstand.
3.10 Environmental conditions: Ambient 50 °C max., humidity 95%, sand and dust class B per IEC 60721-3-3.

4.Evaluation Criteria
Bids will be evaluated against the following weighted criteria:

The minimum ICV threshold of 30% is mandatory; bids below this threshold will not progress to commercial evaluation. Technical scoring is conducted clause-by-clause against Sec. 3 above. Price is benchmarked against the engineer's estimate and the lowest substantially compliant bid.
5.Submission Requirements
Bids shall be submitted via the ACME / Maximo vendor portal no later than 15:00 GST on 29 April 2026. Each bid shall include:
(a) Letter of Submission, signed by an authorised signatory.
(b) Compliance Statement against Sec. 3, clause-by-clause.
(c) Technical Proposal — design, materials, losses, FAT plan.
(d) Type Test Reports — for the offered design or witness-tested equivalent.
(e) Bill of Quantities — itemised, summing to the headline price.
(f) Delivery Schedule — Gantt or milestone table.
(g) Reference Project List — minimum 5 projects, last 7 years.
(h) Valid ICV Certificate.
(i) Method Statements — manufacturing, FAT, packaging, transport.
(j) Personnel CVs — Project Manager, Lead Engineer, FAT Engineer.
6.Commercial Requirements Review
Pricing shall be quoted in AED, fixed for the contract period. Payment terms: 20% on contract execution against advance bond; 70% pro-rata against receipted milestones; 10% on issue of Site Acceptance Certificate. The Supplier shall provide a 5-day on-site commissioning engineer following delivery, billed at the day-rate stated in the BoQ. Performance Bond: 10% of contract value, valid through warranty period plus 30 days. Warranty: 24 months from SAT issue or 30 months from delivery, whichever is earlier.

7.HSE Requirements
The Supplier shall comply with ACME HSE Standard S-HSE-VND Rev 6 throughout manufacture, factory testing, transportation and on-site activities. The Supplier shall hold a current ISO 45001 certification or recognised equivalent. Method Statements and Risk Assessments shall be submitted at least 14 days before any on-site activity. Lifting plans for off-loading and positioning of transformers at site shall be approved by the Buyer's HSE representative prior to mobilisation. All site personnel shall hold valid ACME HSE induction.
8.In-Country Value (ICV) Requirements
The Supplier shall hold a valid ICV Certificate issued under the UAE Department of Energy ICV Programme. The minimum ICV score for eligibility under this RFQ is 30%. The certificate must be valid through the contract closing date and the issued ICV value shall reflect the entity submitting the bid (joint-venture certificates are accepted only where all parties are co-bidders). Where the Supplier proposes any local subcontracting, the corresponding ICV uplift evidence shall be submitted within 30 days of award.
